Reporting to the Manager, Organizational Learning & Development, the Learning & Talent Development Specialist will play a key role in the design, implementation and evolution of learning and professional development programs that contribute to a culture of continuous improvement and high-performance. This role will help translate strategic and business objectives into impactful programs that strengthen organizational capability and leadership capacity to promote the development of a future-ready workforce.  This is an excellent opportunity for a strategic talent development professional with a strong interest in building integrated learning and talent solutions that drive business outcomes.

 

Key Responsibilities:

 

  • Support the design, development, implementation and enhancement of enterprise-wide learning and talent development initiatives, including learning, onboarding, leadership development, and employee experience programs.
  • Partner with HR teams and organizational leaders to design and deliver strategic learning solutions that support business goals, change initiatives, employee success and engagement.
  • Conduct needs analysis to identify capability gaps and inform the development of learning strategies.
  • Collaborate with internal subject matter experts and external vendors to develop and deliver learning programs, including developing stakeholder engagement plans to ensure alignment and adoption of learning initiatives.
  • Create high-quality, engaging learning materials tailored to adult learners, including facilitating engaging workshops, education sessions, and training programs.
  • Design and administer surveys, feedback mechanisms, and evaluation tools to measure learning effectiveness, leveraging data and insights to drive continuous improvement.
  • Manage relationships with external learning vendors to ensure high-quality service delivery, including coordinating the development and ongoing enhancement of content within the Learning Management System (LMS).
  • Remain informed on best practices and emerging trends, conduct research to recommend innovative learning approaches, tools, and technologies to improve effectiveness and cost efficiency of solutions.

 

 

Key Qualifications:

 

  • An undergraduate degree in human resources, organizational development or a related field.
  • A professional designation such as certificate in adult learning, training and development, or instructional design (i.e. CTDP) is required.
  • 5+ years of progressive experience supporting organizational development, talent management, succession planning, performance management in an organization.  
  • Knowledge of defined benefit pension plans is a strong asset.
  • Proficiency with MS Office Suite.  
  • Strong communication skills including facilitation and presentation skills to deliver engaging workshops.
  • Excellent interpersonal skills to foster positive relationships with internal stakeholders and identify solutions that meet their business needs.
  • Strong problem-solving, strategic and critical thinking to assess needs, measure outcomes and continuously improve programs.
  • High degree of organization, attention to detail and resourcefulness to effectively prioritize and execute a range of deliverables within prescribed timelines.
  • Ability to translate organizational objectives into practical programs and solutions that align with OPBs values and strategic goals.  

 

 

Compensation:

 

  • The target hiring salary for this position is $115,000. A candidate’s placement in the range is based on skills, knowledge, experience, and internal equity, with consideration for how the candidate is developing, meets, or exceeds the role’s requirements. This position is eligible to participate in OPB’s Annual Incentive Program, subject to its terms and conditions.
